Its a tricky thing to pull off without diluting the core show.
Sarah Jane managed it by being written for a different audience than the core Who audience- its was squarely aimed at the kids.
Torchwood went the other way and tried to aim a show squarely at adults within the Whoverse, but it sucked very bad indeed and apart from the miniseries Children of Earth cant be recommended.
I could see the Paternoster Gang filling the Sarah Jane void and being a show aimed at the kids. Hell they had to come up with a whole alien orphan thing to shoehorn a kid into Sarah Janes life, that would be much easier in the Victorian setting full of workhouses and street urchins to find an excuse for a kid to join the gang- and Strax is already written as the kid-friendly comedy character. So I could see that working.
I am against bringing back any previous Doctor in their own show though with the exception of the War Doctor who is sort of off to the side anyway. But any of the others would just put it in direct competition with the current Doctor and I dont see the point in that. Especially not when BF is doing just a great job of continuing old Doctor adventures with the benefit of you not having to look at them all as inexplicably old guys.

Agreed, best left unknown, and rather forget her altoghether- although interestingly she was supposed to die in that episode but didn't because Moffat asked she be kept alive- so I am surprised he hasn't done anything with her so far.

Those are really good episodes, to me it seems Moffat is best when he is forced to work within some boundaries. It's late, I'm sleepy and I've been making cheese cake so the best metaphor I can come up with is the mix needing a cake mould to take shape and be able to stand on it's own. Sherlock and Dr Who seems to float all over the kitchen counter. It has all the ingredients but I don't know what it's suppose to be.

I would argue its more recognisable Who now under Moffat (as in the Who I grew up on) than it ever was under RTD.

I love the nods to the past doctors, and the lack dramatic explosions conveniently creating cool backdrops for a stop-and-strike-a-pose break (though Moffat too is guilty of slow motion runs away from huge explosions... )

Its not just the nods to the past- he has slowly but surely restructured the feel of the Whoverse back towards a more classic feel for me.
RTD- wiped out all the Time Lords offscreen- Moffat brought them back but kept them at a distance to keep a bit of mystery about them but not so distant they cant have a ready excuse to feature them in stories every now and again if they want to.
Every other episode being modern earth (and specifically London) centric has greatly reduced as well- we spend more time in other new places than under RTD. And when Moffat does go to earth he doesn't always set in London, present or past like RTD seemed to- under Moffat we have had a sub under the Atlantic, Victorian Yorkshire, New York (present and past) Death Valley, a brief appearance from Glasgow as well as a few visits to modern day London and Victorian London- the variety is greater.
And most of all the Doctor himself, with the two Moffat incarnations we have had we have got closer to original Doctors, less human more alien. And now less predictable too, as he should be.
These are all facets of classic Who that had gone a bit awol under RTD's version.
As for not enough butter- after series 8 I would say there was a not only butter there is jam too! In fact Capaldi in his performance pretty much can provide the jam all on his own. (And in fairness to Jenna she put in a few powerhouse performances in series 8 too)
