Brings up the question of who else should be on the council. Someone like Glorfindel, clearly, and Celeborn...and Radagast may not be in the same league but he lives right near Dol Goldur, so should be included. Anyone else? Would the White Council even include men or dwarves?

In the Appendices (I think) it's stated that the White Council consisted of the Istari and the most important of the Eldar. Radagast would be a member, although the Blue Wizards were presumably too far away. Glorfindel would almost certainly be in, as well as Cirdan. Other than that I'm not sure. I never got the impression that the Council was supposed to be particularly large.

Wikepedia lists the head of the Rangers and Cirdan as being part of the first white council, as well as several of Elrond's advisors, but I don't remember seeing this either in LoTR appendices or in the Book of Lost [edit: Unfinished] Tales which is quoted as a reference. May go look it up and get back.

Yeah, I generally like Wikipedia but I have no idea where they got that idea.
Also, the White Council of the Second Age and the White Council of the Third Age were pretty much separate entities even though they shared some members. The Second Age WC met only once as far as we know. The Third Age WC met periodically to discuss and coordinate their struggles against Sauron. It may have taken its name from the Second Age organization but that's about it.

Let's refer to Jackson's version as "the White Coffee Break" and assume it comes from grabbing the likely actors who happened to be sitting around sipping some Joe when there was a delay in filming and something was needed to fill time.

I pulled out my trusty 50th Anniversary Edition and it's actually "the Wise" who are stated to be "the Istari and the chief Eldar" (in the entry for Third Age 1100 in the Tale of Years). The White Council was not formed until T.A. 2463. However, given that it met multiple times over hundreds of years and there is no mention of its membership changing I think we can assume that it was limited to Istari and Eldar.
That sounds like a plan to me.

In Unfinished Tales it is only mentioned that 'the first Council was held' after Sauron was routed from Eriador, routed with help from Numenorean forces.
Christopher Tolkien notes that his father emended this to read 'the first White Council' but as posted here already, in The Tale of Years the formation of the White Council is noted under year 2463 of the Third Age. Christopher Tolkien speculates about a possible element of continuity here, but this text 'Concerning Galadriel and Celeborn' was never published by Tolkien himself in any case, and in my opinion arguably contains a number of problematic or 'to be revised' ideas.
I also don't recall any mention of Rangers on the White Council, anyway.
