Quite a different meaning this side of the pond I'm afraid- more along the fag mix up problem or the fanny one- but even worse.
Especially in the context of the subject you were writing about.

We have several variations over here:
"blow him off" - Ignore him, typically used in the context of a request from him.
"He blows" - He is incredibly irritating or useless (more often used as 'this blows' to refer to a situation)
"Give him a blow job" - the one variation he may actually appreciate!

I think the general meaning isn't very far apart though. In my usage for example, I might say about some pointless paperwork, "I'm just going to blow that off", but I'd be careful about applying it to a person for fear of being misunderstood.
"This blows!" is 100% interchangeable with "this sucks!" and will often have farm animals added for color. Does that match your usage?

In my neck of the wood we wouldnt use it to mean to ignore, although through US tv the term is probably familar enough to just get a snigger response, like when Americans say fanny [snigger] rather than be misunderstood enirely.
And occasionally cocain is referred to as 'blow' for some reason.

I cannot STAND that photo of Bilbo, the colours are really harsh and not subtle at all, I really hope the film doesnt actually look like this.

By the way, I think Hobbit legs from the knee down might get cold sometimes.
Tolkien's version of pants has caught on it seems. When depicting Bilbo comfortably in Bag End Tolkien does have Bilbo's trousers end well before the ankle (there are some lines there but they aren't necessarily some sort of 'socks' I think)...
... but that's in Bag End, and for example, when Bilbo is depicted next to an eagle he appears to have grey stockings... along with boots! I would think hairy feet don't keep legs warm, but I only ask as some of these Bilbo pictures appear to indicate that Bilbo has chosen fairly shortish pants for his journey...
... or longish 'shorts'?
Or maybe Tolkien himself depicted this somewhere. I don't have the relatively new book on the art of The Hobbit myself, and in some of the Tolkien-published artwork this (very important) matter isn't always easy to discern.
