Yeah, their power is apparently being augmented by Sauron.- Radaghast
We know that happens with their sceam- when the hobbits first hear it in the Shire its unpleasant, but Frodo remains aware enough to discern and analysis it enough to say that it had words in it.
When the Nazgul call out above Minas Tirith mens minds (and Pippin's) are filled with despair and they even collapse to the ground from its effects believing everything lost and in vain.
In the films they just clasp their ears over their helmets as if its some sort of sonic attack- had he retained Beregrond instead of say, inventing Gothmog and having to have most of TT at the start because all his made up stuff in the actual TT film meant it ended halfway through the book, then he could have got this across much better along with a lot of other things.

I have to believe that DoS somehow at least is a better throwawy action flick than AUJ. Because AUJ was one of the weakest attempts I think I've ever seen at that.

There was an article in my local paper that said The Hobbit still was on top of the box office and how it made more money in three days than "The Wolf on Wall Street" did its opening weekend. Seeing as we were making a fire and there was great big picture of Bilbo and Thorin on the page, I filmed myself throwing the sheet of paper onto the flames and watched it as it was consumed
Consequently, the room preceded to fill up with smoke and we had to open up all the windows when it was 10 degrees farenheit outside.... so I guess the spirit of the Peej is very much alive!

Reading the book now and the Black Breath is first mentioned in the Bree scenes when two of the Riders are stooping over the prostrate form of Merry. Merry is the furthest west I can think of, and it just seems to knock him out as he he is on the ground when Nob finds him.
So I think its two factors- proximity to Mordor and that by the time they are using the Breath to cause serious harm such as on Faramir, Sauron seems to have reconstituted his spirit to be pretty close to being as mighty as he can be without the Ring back- which is still pretty damn formidable and their power has grown with his.
