Interesting theory I only partially agree with. Though the wizards may have distant memories the Music of Ainur laying out the grand scale of events and know that individuals would be key to those events, this guy is implying that Gandalf's premonitions about individuals is actually vague memory of the Music. But it doesn't totally add up: for example if Gandalf had this vague memory that some unlikely Hobbit had to go east, and Bilbo best fit that pattern - that importance would definitely have been linked with finding the ring, for even the destruction of Smaug was minor compared to that.
Yet Gandalf had no inkling that the Ring was to be involved. Instead it's a process of slow discovery. His premonition about Bilbo seems to be more in the line of divine inspiration rather than memory. And we see Sam clearly affected by divine inspiration a couple of times: once when he has to decide to take the ring, and again when he realizes his only purpose is to get Frodo to the Cracks of Doom. If Sam can receive direct guidance, how much more likely that Gandalf does. And Gandalf speaks at times like his premonition is not in the line of things clicking together in his head so much as strong almost compulsive feelings of rightness.
So I kind of like this dude's theory that premonition is linked to vague recollection of The Music, but Tolkien's wording in some cases makes me feel it's not the whole picture.
