I suspect in this case its a fish eye lens type thing.
In FotR PJ gets that weird zoom effect by a simple technique- you can do it with any with any camera zoom function- stand someone in front of something, start of filming them close up with zoom set at minimum, and as you move slowly backwards from them slowly zoom in at roughly the same speed you are moving away- when you play it back it will look like the camera isnt moving but you get that weird effect as if the background is moving closer-might take a few goes to get the timing right of zooming and walking backwards- but its fairly easy and youll soon get the hang of it.
