Who exactly is it that happens to be filming during these incidents? 
There doesn't seem to be a reason to BE filming until the incident happens. Surveillance footage?

Occasionally there are such close calls in hang gliding. The scary thing is that planes are moving so fast that by the time they are close enough to see you, it's already too late. It would be like a car on a highway trying to dodge a bug to keep the windshield clean. They avoid other planes by radar and electronics, not by sight. Fortunately it's a big sky.
