I don't know the plausibility of any nation giving up territory in this day and age, but it's a nice thought. (Maybe a land exchange could be possible or something?)
It should be noted though that this is not official. It's a private initiative by a geologist who used to do surveys of the boarder. He has gotten non-commital support by the head of the national map office (or something). But nothing else official than that. (The letter he sent to the Foreign Ministry this summer has for instance not been answered.)
Interesting stuff anyway.

True, I suppose it's not really accurate to say "Norway launches".
As to the legal side, there's a really long history/precedent of countries buying and selling land from each other. It doesn't happen much (at all?) anymore, but if this was going to happen, I'd think it could be sold for a nominal price like one euro or one krone.
