Well lets take a look at the track record of the guards of Minas Tirith being bothered by stuff in PJ's version:

Letting the enemy amass troops unhindered -not bothered.
Denethor refusing to call for any aid from outside the city walls- not bothered.
Denethor not sending the women and children away to safer areas? Not bothered.
Denethor failing to gather in supplies with a seige imminent? Not bothered.
Denethor refusing to light the beacons when it looks like the enemy will attack very soon? Not bothered.
Gandalf declares in the street Denethor is off his rocker. Yup, not bothered.
Gandalf decks Denethor as he addressing the troops. Not bothered.
Gandalf and Shadowfax murder Denethor by knocking him back onto a bonfire he had fallen off of. Not bothered.

Yup the Tower of the Guard guess what their motto is....

Yeah, but there were also a bunch of other Gondorian soldiers there who weren't part of the tree guards per se.

maybe they didn't like Denethor all that much.. he wasn't a likable character. or maybe they just didn't know what to do.

naaah.. I'm keeping my money on the guards being poorly educated.

Probably brought in from Skyrim. Now, Imperial guards they would have done a better job.

I think Ally would do the best job.
