Elfwine and Bilbo were both part of framing devices that explained how the stories of Middle-earth made it to the present day. Elfwine visited Tol Eressea and composed the Book of Lost Tales from stories he heard there, while Bilbo (and Frodo and a few others) wrote the Red Book of Westmarch which was preserved until Tolkien discovered and translated it.
