Yes, that is stated in the official awards proceeding statutes. 
Though they also state the Mayor has to be bouncing when receiving them.

Well, Petty. The requierments have been met. Folllowing the statutes you must deliver an adequate response within 36 hours. Delivered either written with a feather, quill and blood or in high chant.
