Had a rewatch and the dialogue just pings in that one. Great delivery of course from all concerned, but great writing too.

I didnt get that vibe from the music myself. And I doubt Moffat has a huge input into composition of the music which has always been the area of Murray Gold on NuWho. And he doesnt do the Sherlock music. I cant see Moffat going to him and telling him to make it sound more like Sherlock.
The only time where the two collided was in the xmas episode the Snowmen where there was a deliberate humorous riff on the Sherlock theme when the Doctor disguised himself as Sherlock.

Is this the bit of music you mean Figg-
If so I think there are similar use of instruments particularly at the start but that it is more in the same musical vein than similar to Sherlock, in that its a series of quick scenes with a comedic tone being expressed.

Oh my goodness!
My sister and I have been making our way through Season 12. We just finished with the Cybermen, and next was Terror of the Zygons. Anyway, I snuck the first episode this morning over breakfast. It was really good! The tone was mostly serious, the characters were strong, the setting and atmosphere was interestingly Scottish, and there is a pleasant sense of tension and danger that is missing from some of the goofier Baker episodes.
Anyway, great stuff so far! I see why Tennant likes the Zygons so much.
(To be clear, Zygons are from season 13).

I like the Zygons episode but its Scottishness, well lets just say its the type of Scottishness only an Englishman could have written. You can see the Hitchcliffe 'additions' to that throughout.
A bit like his Victorian stuff he has an image in his head of what he thinks it is and not what it actually is.

Sure, it was a little belittling how the Scotsmen we see are mostly either playing Bagpipes terribly loudly at inappropriate times or shooting people that venture onto their land. How telling that the piping is a quirky stereotype that the Brigadier and his men must tolerate bemusedly. Anyway, as concerns the shooting, I've only seen the first episode of the story and can't judge how much is simply Zygon wickedness.
I'd say this Hitchcliffe (is he the showrunner for that period or something?) has a few things in common with Moffat when it comes to images concerning the Victorian Era!
(I suppose the fact that the Scots aren't consuming suitably-large amounts of buckie is certainly a factor in your distaste at their representation. )
P.S.
I guess the important thing is that the episode works for me as a good story, so far.

Yeah he is the showrunner at this point. And I would go as far as to say that Moffat's Victorian era representation is part homage to this era's representation of all this Victoriana, especially Gatiss written episodes like Crimson Horror
